I purchased Dell oem winxp home off Sean.It came without a CoA.I contacted him about it and said he didnt have it.Told him I couldnt use it without a CoA and needed a refund.No reply for a month.Sean finally replies and says he will refund minus shipping back to him.I replied he should pay for the shipping.Its been another month and no reply and no paypal.I am stuck with a winxp cd and no CoA
